The minutes of the meeting held on 10 July 2017 were agreed and signed as a correct record.

11.

Chairman's Announcements

Minutes:

The Chairman congratulated Liss on their excellent achievement of winning Hampshire and Isle of Wight Village of the Year and also receiving a prize for community involvement, a special feature prize for the Triangle Centre, special recognition awards for Crossover and the Thursday lunch club and being joint winners for their Neighbourhood Plan.

To receive and record any declarations of interest from members present in respect of any of the various matters on the agenda for this meeting.

13.

Town Development Committee

The Town Development Committee will give an update on what they do and what they plan to achieve.

Minutes:

Cllr John Palmer, Town Councillor and Chairman of the Petersfield Town Development Committee gave a presentation to the forum about the work the Committee had done and what they had planned to achieve.

The Committee was comprised of 5 Town Councillors, a South Downs National Park Authority representative, an East Hampshire District Council representative, a Hampshire County Council representative and up to 6 members of the public. The Committee was created to take aspirational elements of the Petersfield Neighbourhood Plan forwardand concentrated on preserving, maintaining and enhancing green spaces and connections to the surrounding countryside.

Projects they were currently working on included:

      Town Centre Spine

      Self and Custom Build

      Infrastructure Delivery Plan

     Town Centre

     Car Parks

     Cycleways

     Links to the countryside

      Penns Place Sports Hub

      Highways

      Green Infrastructure

Councillor John Palmer ended the presentation by informing members of the public there were spaces available on the committee and invited them to contact Petersfield Town Council if they wished to become a member. Councillor Bentley thanked Councillor John Palmer for his informative presentation.

An opportunity to comment on how to improve the Community Forum and talk about what topics the public would like to see come up for discussion in the future.

Minutes:

The Community Forums had always been an important channel for residents to have their say about controversial or important local issues.

This part of the forum was an opportunity for members of the public to suggest what sort of topics they wanted to discuss and how they wanted to be heard in way that could improve the forums to make sure they can be run in a way that worked for everyone. Discussion focused on the content of the forums and the format and location of the forums.

Please see Appendix 1 for a summary of the workshop.

Public Question Time

Minutes:

A question was raised regarding how the Portfolio Holders and their portfolios were chosen. The forum was advised that Portfolio Holders and their subjects are chosen by the Leader to support the Council’s Corporate Strategy. There were some concerns that there was no longer a portfolio holder for environment. It was advised each Cabinet member shared an element of environment in their own portfolio but comments would be passed to the Leader so their concerns could be heard.

Some queried how the result of their contribution and comments to how the forum is run would be communicated back to them . Although feedback would be given at the next Petersfield, Liss and Surrounding Villages Community Forum, it was recognised an update should be given sooner and it was decided an email update would be circulated to those who left their email address with Lucy Whittle, Community Officer. It was also suggested they could try to get an article published or post on social media to inform the residents who were unable to attend.

In response to a question regarding the boundary review it was advised Councillors had been asked to look at the consultation individually and it had also gone out to voluntary organisations for their comments. Residents may contact Councillors and any comments they had would be fed back to the Local Government Boundary Commission for England.
