Confirmation of Previous Minutes

RECOMMENDED to full Council that the Residential Extensions and Householder Development Supplementary Planning Document be approved and adopted.

RECOMMENDED to full Council that Vehicle Standards Supplementary Planning Document be approved and adopted.

RECOMMENDED to full Council that the Joint Wealden Heaths Phase 2 Special Protection Area Supplementary Planning Document be approved and adopted.

Councillor Glass presented two recommendation to Council arising from the meeting of the Cabinet held on 24 May 2018, giving an outline of the statutory public consultation processes undertaken in each case:

 

(A)         Residential Extensions and Householder Development Supplementary Planning Document

 

Proposed by Councillor Glass and seconded by Councillor Louisson, it was

RESOLVED that the Residential Extensions and Householder Development Supplementary Planning Document be approved and adopted.

 

(B)         Vehicle Parking Standards Supplementary Planning Document

 

Proposed by Councillor Glass and seconded by Councillor Cllr Drew, it was

RESOLVED that the Vehicle Parking Standards Supplementary Planning Document be approved and adopted.

(C)         Joint Wealden Heaths Phase 2 Special Protection Area Supplementary Planning Document

 

Councillor Glass presented a recommendation to Council arising from the meeting of the Cabinet held on 5 July 2018, giving an outline of the statutory public consultation process.

 

Concern was expressed by members of the Council about the potential restriction on development within the Special Protection Area should this be approved by the Council and, on recommendation of the Leader, the Council was minded to defer this item pending further legal and planning advice.

 

The meeting adjourned from 7.04pm until 7.07pm

RESOLVED that consideration of the Joint Wealden Heaths Phase 2 Special Protection Area Supplementary Planning Document be deferred to the next meeting of the Council.

(A)         East Hampshire District Statement of Community Involvement

Councillor Glass presented a recommendation to Council arising from the meeting of the Development Policy and Affordable Housing Panel held on 5 June 2018, giving an outline of the statutory public consultation process in relation to the East Hampshire District Statement of Community Involvement.


Proposed by Councillor Glass and seconded by Councillor Drew, it was

 

RESOLVED that the East Hampshire District Statement of Community Involvement be approved and adopted.

 

(B)         Organisational Development Strategy

 

Councillor Carter, as Vice Chairman of the Joint Human Resources Committee, presented the draft Organisational Development Strategy to Council following its consideration by the Joint Committee on 3 July 2018.

Proposed by Councillor Carter and seconded by Councillor Cowper, it was

RESOLVED that the Organisational Development Strategy be approved and adopted.

24.

Cabinet Portfolio Holder Reports to Council pdf icon PDF 109 KB

Minutes:

The Chairman invited members of the Council to put questions to the Cabinet Portfolio Holders in connection with their published reports.

 

(1)          Councillor D Evans to Councillor Millard. Page 1 para 7. I note the continued excellent work with the M3 LEP. In the next report, could we please hear also about what the Solent LEP is doing to enhance the economy in the southern parishes – in particular in respect of the 1.7ha employment site coming forward in Horndean?

In response, the Leader confirmed that he was working to build upon the Council’s already good relationship with the Enterprise M3 Local Enterprise Partnership (LEP) and to better develop its relationship with the Solent LEP to maximise opportunities for investment in the District.  Councillor Shepherd was also actively involved in the discussions and councillors would be kept informed on progress.

(2)          Councillor D Evans to Councillor Millard. Page 3 Para 7. Recycling rates have been about 45% for the last five years. To reach 65% will require huge investment in replacing Materials Recovery facilities. Has the Government offered to fund, from the exchequer, the costs of their policy?

In response the Leader confirmed that, as yet, no financial support was proposed by the Government, however in recognising the importance of raising awareness about recycling, education and communications with residents would be key in seeking to increase rates.

(3)          Councillor D Evans to Councillor Butler.  Page 5 para 5. At the Three Parishes Fayre in Horndean on Saturday, the artwork ideas for the public art for the front of the Gales building will be presented by the artist, Mel Holmes. I’ve been working on this for almost three years now and would Cllr Butler join with me in recommending Members visit the event to see what this fantastic trompe l’oeil artist has devised for this prominent District building?

In response Councillor Butler fully agreed and encouraged all members to come along to the Three Parishes Fayre.

(4)          Councillor D Evans to Councillor Watts.  Page 6 para 2. I am delighted at all the work going on in Alton and Whitehill and Bordon to promote their high streets and businesses. Could we hear more about what is being done in the next two major conurbations of Petersfield and Horndean, in particular the latter which has a 1.7ha employment site coming up and can Cllr Watts please confirm that the activities of Business East Hants will extent south of Butser Hill?

In response Councillor Watts gave an outline of Business East Hants activities across the District.  With specific reference to the Horndean area, Councillor Shepherd reported that the Land East of Horndean Development Panel was actively looking at a number of potential regeneration projects and confirmed that a workshop would be held for Councillors in due course.
