Exclusion of the Press and Public

RECOMMENDED that the press and public be excluded from the meeting during consideration of the following item as:

 

(a)          it is likely, in view of the nature of the business to be transacted, or the nature of the proceedings, that if members of the public were present during that item there would be disclosure to them of exempt information as specified in Part 1 of Schedule 12A (as amended) to the Local Government Act 1972; and

(b)          in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

Minutes:

RESOLVED that the press and the public be excluded from the meeting during the consideration of the following items as:-

 

(i)         it was likely, in view of the nature of the business to be transacted, or the nature of the proceedings, that if members of the public were present during that item there would be disclosure to them of exempt information as specified in Paragraph 3 of Part 1 of Schedule 12A (as amended) to the Local Government Act 1972; and

 

(ii)        in all circumstances of the case, the public interest in maintaining the exemption outweighed the public interest in disclosing the information.

 

The items to be considered were exempt under Paragraph 3 – Information

relating to the financial affairs or business affairs of any particular person

(including the Authority holding that information).

Environmental Services Contract Option Appraisal Project (ESCOAP) Presentation

Minutes:

The committee received a presentation giving an update on the progress of the Environmental Services Contract Option Appraisal Project.

 

Following the presentation it was RESOLVED that the presentation and the comments of the committee be NOTED.

14.

Environmental Services Contract Option Appraisal Project (ESCOAP) Update

Minutes:

The committee considered a report on the Environmental Services Contract Option Appraisal Project.

 

Following the discussion it was RESOLVED that:

 

(i)        the information on the process undertaken to date, including the evaluation method and criteria, leading to the shortlist of options be NOTED;

 

(ii)       the short listed options which should be taken forward to the second stage of the options appraisal be AGREED;

 

(iii)      further discussions be undertaken with a view to informing the options appraisal be AGREED;

 

(iv)      the timescale at Appendix A be AGREED;

 

(v)       the JESC meeting on 21 September 2017 consider the initial options appraisal with a view to selecting a preferred option from the shortlist for negotiation and development into a final proposal to be considered by JESC and each Council; and

 

(vi)      the risks identified in Section 4 be NOTED.
