The Planning Development Manager introduced the application and displayed site plans, photographs and elevations of the property and the proposed extension.

 

The committee voted on the officer’s recommendation for permission.

 

Following the vote, the recommendation was declared CARRIED, 11 Councillors voting FOR permission, no Councillors voting AGAINST permission and no Councillors ABSTAINING from voting.

The Planning Officer introduced the application and displayed site plans and elevations of the existing property, photographs of all aspects, including the relationship with No.13 and elevations, site plans and artists impressions of the proposed extension.  She explained that the reference in the report to Residential Extensions and Householder Development had been included in error, as this did not apply in the South Downs National Park.

 

The officer’s recommendation was for permission.

 

The committee was addressed by the following deputees:

 

(1)   Mrs Herdman spoke on behalf of objectors to the application.

 

As set out in Appendix 1 attached to these minutes.

 

(2)   Cllr Deane spoke on behalf of Petersfield Town Council.

 

As set out in Appendix 2 attached to these minutes.

 

(3)   Mr Khattar spoke as the applicant.

 

Mr Khattar explained that when he had purchased the property he had intended to implement the consented permission.  However, the elevations did not meet the plan and the extension would have been too close to the boundary.  A redesign and a new application was therefore necessary.

 

The previously approved plan contained a number of negative aspects.  It would have required the potential demolition of the existing façade and contained out of keeping elements such as an integral garage.  The remit for the design of the current proposal had been to achieve a modern usable house whilst minimising demolition of the existing frontage.  The aim was to provide a high quality of architectural style that would compliment, but not be confused with the existing property.  The prominent original outhouse would be retained and following advice from the Conservation Officer, the original windows in the existing property would be refurbished.

 

The committee debated the application and queried the difference between the current application and the recently extant permission for a similar scale extension granted in 2013.

 

The committee adjourned at 6.40pm to inspect the plans for the 2013 application.

 

The committee reconvened at 6.43pm.

 

The committee found the comparison between the two applications very useful.  Given that the two applications were of a similar height, scale, mass and orientation the committee did not believe that there were any reasons to refuse the application on these grounds.  The design however was very different.

 

The committee had strong objections to the design of the current application and did not believe that it would be sympathetic to either the existing property, the Conservation Area or the Area of Special Housing Character.  A concern was also raised about light pollution resulting from the glazed roof of the proposed rear extension and its effect on the night sky, contrary to the SDNPA’s Dark Night Skies Policy, SD8.

 

The committee voted on the officer’s recommendation for permission.
