This Item was presented by Heather Stevens, Principal Policy Officer.

She explained this was a draft planning document which had been prepared to support the implementation of revised vehicle parking standards in the District outside the South Downs National Park. The South Downs National Park Authority (SDNPA) would be preparing their own vehicle parking standards supplementary planning document. The Alton Neighbourhood Plan (2016) set its own parking standards and therefore the SPD did not apply to the area covered by this Neighbourhood Plan. Officers considered there was compelling justification to introduce minimum parking standards in the District and highlighted to members that this evidence was contained in the document as Appendix 1.  Officers confirmed that the document would go to Cabinet Briefing prior to the 6 week consultation.

Councillors expressed concerns regarding parking at petrol stations with food retail stores. The document stated that one pump was equal to one parking space. Officers said that as the vehicle was occupying that space at that moment in time it was deemed a parking space, especially as petrol stations contained parking for shopping facilities and cars could use these spaces for shopping after filling up with fuel. Councillors felt this encouraged customers to use up these spaces to go shopping which meant there were queues to use the pump if the driver did not move on first. However others had reservations about this as it seemed suspicious to start the engine and move on from the pump before paying for fuel. Heather Stevens said although she could not change the fact that this was regarded as a space, she agreed that she would look at re wording this part of the document to offer clarification and to explain this type of behaviour would be discouraged. Simon Jenkins, Head of Planning suggested obtaining any available survey data  about how people use the fuel pump spaces at such facilities to gain a better understanding.

There was also confusion regarding whether the petrol station covered area was included in ‘covered areas’ in the report. Heather Stevens clarified a covered area only referred to shop space and would look at rewording to make this clearer.

There was a discussion surrounding triple tandem parking including whether spaces were long enough for tandem parking as cars often hung over the highway. It was agreed this wording would be changed to include pavements as well as road, as it was recognised as a danger to pedestrians as well as road users.

In response to a discussion regarding electric cars, Officers explained that the cars can be charged using standard household sockets and that certain electric car companies even offered to install charging points for purchasing their car. Officers acknowledged that technology regarding electric cars was evolving so quickly and that there were three types of vehicle charging connectors used by manufacturers and therefore a mix of charger types or dual compatibility chargers could be provided by developers.

Community Infrastructure Levy (CIL) Spending Protocol Options pdf icon PDF 159 KB

The report was introduced by Ian Mawer, Planning Policy Team Leader. He stated there was not an appendix as stated in paragraph 3.1, instead it had been included as part of the report. He explained that the report summarised the account of CIL funding that the Council could use for the administration of the scheme, the proportion to be allocated to Parish and Town Councils and some options for how to allocate the remaining CIL revenue. He reminded Councillors that Parish or Town Councils without a Neighbourhood Plan would receive 15% of CIL (subject to the annual cap) and those with a Neighbourhood Plan would receive 25 % of CIL. The report went on to recommend the preferred option, which was option 4, and this would be considered at Cabinet Briefing prior to it going out for consultation with infrastructure providers.

Officers reminded the Panel that this was discussed at the beginning of the CIL process and that it was suggested revenue was used to mitigate impacts directly associated with the scheme rather than kept in a general pot.

It was confirmed that all houses being built were required to pay CIL with the exception of Whitehill and Bordon regeneration project as the infrastructure was being delivered through Section 106 agreements and therefore was not warranted through the CIL regime.

Officers said that the cap for parishes without a Neighbourhood Plan was year on year and that for larger schemes CIL payments did not have to be made in one go as it came in over a number of years (payment phasing).

Councillors pointed out that option 4 SWOT (Strength, Weakness, Opportunities and Threats) analysis stated that “a delegated decision made by Planning Committee and delegated officers rather than Cabinet” was a weakness. In reply to concerns officers confirmed that they appreciated a collective experience of those directly affected as this delivered a more detailed scrutiny on specific areas by Councillors.

The Panel was advised that the Community Team had now taken responsibility for notifying Towns and Parishes on how much money they had to spend on Developer Contributions from S106 Agreements and they would also be notifying them on how much they had received from the revenue generated from CIL.

It was RESOLVED that the Panel

(i)                    NOTED the content of the report; and


(ii)                  RECOMMENDED it for consideration at Cabinet Briefing prior to a targeted consultation with infrastructure providers being taken.


Employment Site Evidence / Article 4 Directions

Information was given by Ian Mawer, Planning Policy Team Leader. He explained government legislation required the Local Authority to identify strategic employment sites. They were reviewing employment sites previously assessed through the Employment Land Review (2013) and a number of additional sites not previously considered. It was highlighted that Joint Core Strategy (JCS) contains the premise of providing homes and jobs and allocates land for each purpose. The loss of employment land potentially leads to increased out commuting and an imbalance between homes and jobs.

The Panel NOTED the Officer’s update.


Special Protection Area - Supplementary Planning Document (SPD)

Information was given by Ian Mawer, Planning Policy Team Leader. He informed the Panel that within the 400m zone of the Wealden Heaths special protection area the Joint Core Strategy enables a limited number of dwellings to be constructed within the plan period (40 dwellings up until 2028). Officers highlighted that they were getting close to reaching this limit and that the purpose of the SPD will be to safeguard these remaining dwellings for either affordable housing or gypsy and traveller accommodation. The Draft SPD will be presented to the Panel in September.

South Downs National Park Authority (SDNPA) Local Plan Consultation

Information was given by Ian Mawer, Planning Policy Team Leader. He advised SDNPA consultation process would start during September-October 2017. Officers will be coordinating a response and would welcome any comments that members may have.  Officers will notify members when the consultation commences. The Panel noted the Officer’s update.
