The minutes of the meeting held on the 18 April 2018 were confirmed and signed as a correct record.

Ian Mawer, Planning Policy Team Leader introduced the report. He reminded the Panel that they had seen the draft version before it had gone out to public consultation. The pubic consultation had taken place for a period of six weeks between 18 March 2018 and 27 April 2018.

 

There were 10 responses to the consultation, six of these were from statutory consultees, Thames Water had asked for an amendment to list the specific sewerage/water undertakers covering the area. He confirmed that the document had been amended to reflect this request.

 

The full list of comments and responses/actions were listed on pages 9 – 14 of the agenda. Only minor changes had been made to the document.

 

Councillors studied the report and made a number of comments.

 

Ian Mawer agreed to include Bensted Parish Office in the list of locations documents could be made available in future consultations.

 

There was a discussion about the comments received from Sir Huw Pike which could be found in Appendix 3 on page 9 of the agenda. In particular the last sentence of the summary of his response and the summary of Mr David Miles response on page 14 of the agenda.

 

There was also a discussion about Neighbourhood Plans and Ian Mawer explained how the Planning Policy Team supports Neighbourhood Planning groups. He also, explained that its role as Planning Authority, the Council has published a guide to Neighbourhood Plans. However, he emphasised that ultimately the decision to produce a Neighbourhood Plan and its content were the responsibility of the neighbourhood planning group.

 

Following a discussion, it was RESOLVED that the Panel NOTED the

 

i.                      Content of the Consultation Statement; and

ii.                    Content of the Statement of Community Involvement 2018 and RECOMMENDED it to Council for adoption on the 19 July 2018.
