The Chairman explained that the draft Local Plan (Appendix B) set out the spatial development strategy including the level and location of development.  It also allocated sites and locations for growth as well as offering high level and detailed guidance on important matters such as economic development and jobs, provision of housing for all, and the protection and enhancement of the environment over the plan period.


In addition to the recommendations within the report, she advised the panel that Site SA6, Hillside Close, Headley, in the Local Plan had been mapped incorrectly to include part of a residential garden. This error would be rectified for Cabinet / Council.


The Chairman handed over to Cllr Glass, Portfolio Holder for Planning, who explained the importance for the Council to have an up to date local plan, specifically considering the legal requirement for planning authorities to review their local plan every five years.  The challenging timetable for preparing the Local Plan had been published in January 2018 and she thanked officers for meeting the first key milestone of producing a Draft Local Plan for public consultation.


The engagement of councillors at both district and parish levels, along with the public, was core to the plan making process and she explained the work that had been undertaken to date.  The draft local plan has been developed with extensive input from councillors and it was crucial that public consultation commenced on this draft Local Plan in February 2019 to ensure that the emerging Local Plan was as advanced as possible by the time the Joint Core Strategy was five years old.


The Planning Policy Manager, introduced the report.  This was the first key stage of the draft Local Plan and the first formal opportunity for the public to have input during a six-week consultation period. 


On adoption, the Local Plan would replace all policies in the Joint Core Strategy, Housing and Employment Allocations 2016 and the saved policies from the 2006 Second Review.  The single whole new plan would only cover those parts in the district that EHDC is the local planning authority for and therefore, would exclude the South Downs National Park.


Following consideration by DPAHP, and any recommendations to the Head of Planning, Cabinet would consider the draft Local Plan on 17 January 2019 before it would be presented to Council on the same day.  Public consultation would begin on 5 February 2019 for a six-week period and officers would consider representations made and make changes as necessary.


During the of Summer 2019, there would be another period of public consultation on the proposed submission Local Plan before it is submitted to an independent Planning Inspector for Examination.


In response to a question raised as to why the draft Local Plan began from the period 2017, the Planning Policy Manager confirmed that this was the start of the evidence base.
