The committee received a progress update following the June meeting from Malcolm Savill, Biffa Regional Manager and Keith Challen, Biffa Business Manager.

 

In respect of several issues raised by the committee, it was confirmed that a problem identified with the telephones when residents had tried to request a new bin would be investigated and that work was underway to resource and expedite the delivery of replacement bins.  With regard to the recent hot weather, it was confirmed that operatives were supplied with bottled water, hi-vis t-shirts, sun cream and caps.

 

The committee highlighted that historically there had been issues with missed bins during weeks with a Bank Holiday.  Assurance was sought that this would not be the case with the late August Bank Holiday, as this could generate a backlog when entering into the new contract arrangements. Mr Savill confirmed that a plan for the late August Bank Holiday could be provided.

 

In response to a comment made by Biffa representatives about not being able to start large refuse vehicles at the Winchester depot before 7am, councillors agreed to investigate ways that this planning condition might be relaxed on very hot days.

 

The committee thanked Biffa for the improvements made since the June meeting and for providing early access to the necessary information to allow the TUPE arrangements to be progressed.
