To approve the minutes of the meeting of the Cabinet held on 10 September 2020.


The minutes of the previous meeting held on 10 September 2020 were agreed and signed as a correct record.

East Hampshire Local Cycling and Walking Infrastructure Plan pdf icon PDF 376 KB

Cllr Mocatta introduced the item as the relevant Portfolio Holder and explained that, once adopted, East Hampshire would only be the second district in the County with such a plan.  The purpose of the plan was to provide an evidence base for cycling and walking infrastructure requirements across the district and could be used to inform decision making, funding allocations and policy decisions.


He congratulated the hard work of officers and the consultants used in producing a very high quality plan and commended the plan to Cabinet.


Cabinet supported the plan, expressing a desire for it to be developed to provide even greater connectivity into the villages within the district and to ensure that routes were as safe as possible for all users


Following the discussion, it was RESOLVED that Cabinet:


(i)        Noted the East Hampshire Local Cycling and Walking Plan as an evidence base; and


(ii)       Approved that delegated authority be given to the Director of Regeneration and Place to determine the agreed approach and scope of the prioritisation work to be carried out in partnership with Hampshire County Council, along with the associated budget of up to £15,000.


Update on EHDC involvement in the Whitehill & Bordon Town Centre pdf icon PDF 177 KB


The Leader introduced the item and detailed the progress that had been made on the Whitehill & Bordon Town Centre during the challenging times of the Covid-19 pandemic.


RESOLVED that Cabinet NOTED the significant progress made in respect to the Whitehill & Bordon town centre projects listed below:


(i)            Health Hub project – work that the Council is undertaking with partners to help drive forward proposals to develop the Health Hub proposals and update on the potential role of the Council as an investor;


(ii)          Public hub feasibility project – work underway with public sector partners to consider opportunities for town centre accommodation including potential for a District Council satellite office;


(iii)         Guadaloupe car park – construction of new pedestrian access to the Leisure Centre and work to consider longer term alignment to town centre plans;


(iv)         Public sector funding support – successful Enterprise M3 Local Enterprise Partnership (LEP) award of £4.8m to support town centre infrastructure and public realm; and


(v)          Other town centre related projects including significant progress made with the Leisure Centre and investment in walking and cycling infrastructure (Green Grid Green Loop).
