Cllr Louisson introduced the report in his capacity as Portfolio Holder for Finance. 

 

Cabinet commended the budget and the hard work of the finance team which would put the council in a strong position post Brexit and the Covid-19 pandemic.  Cabinet members also supported the funding proposed for environmental initiatives and highlighted the positive work undertaken by the council in supporting businesses during the pandemic.   

 

Proposed by Cllr Louisson and seconded by Cllr Butler it was RESOLVED that Cabinet recommend to Full Council:

a.      The proposed Revenue and Capital budgets for 2021-22 including a Council Tax rate of £136.41 at Band D, representing a 2% increase on the current charge;

b.      The proposed Medium Term Financial Strategy, Capital Strategy, Treasury Management Strategy and Prudential Indicators.

c.      The proposed increase to Fees & Charges schedule for 2021-22.

Public Space Protection Order (Dogs) Under Anti Social Behaviour and Police Act 2014 pdf icon PDF 290 KB

Minutes:

Cllr Thomas introduced the report in her capacity as the relevant Portfolio Holder.  She believed that the measures proposed would be proportionate and were much needed in light of complaints that the council received on the matter and the 600 responses received during the public consultation on the PSPO.

 

Cabinet supported the recommendations and in response to a question it was confirmed that the £100 fine was the maximum allowed by legislation in respect of dog fouling.  For persistent offenders there was an option for a Court Summons which attracted a maximum fine of £1,000.

 

Proposed by Cllr Drew and seconded by Cllr Thomas it was RESOLVED that

 

(i)       Cabinet recommends that Council makes a Public Space Protection Order (PSPO) in relation to the control of dogs under the Anti-Social Behaviour and Police Act 2014. To include the following offences:

 

a.          Person in charge of a dog must remove faeces deposited by that dog.

b.          Failure to put the dog on a lead when requested to do so by an authorised officer.

c.          Exclusion of dogs from fenced and gated play areas.

d.          Dogs must be on a lead in East Hampshire District Council owned cemeteries.

 

(ii)        That £100 fixed penalty notices are adopted to tackle offences disclose; and

(iii)       Authority be delegated to the Head of Service for Neighbourhood Support in consultation with the portfolio holder to carry out all necessary publicity required

by virtue of the Anti-Social Behaviour, Crime and Policing Act 2014 (Public Space Protection Orders) regulations.

Cabinet supported the recommendations and following a vote it was RESOLVED that Cabinet

 

(i)      Create an Affordable Housing Cabinet Liaison Panel;

(ii)    Agree the Terms of Reference for the Panel at Appendix A; and

(iii)   The following membership of the Panel:

37.

Appointments to the Shareholder Sub-Committee

In accordance with Part Two, Section D1 of the Council’s Constitution, Cabinet is requested to confirm the membership of the Shareholder Sub-Committee.  The proposed membership is below.

·       Cllr Charles Louisson (Portfolio Holder for Finance)

·       Cllr Julie Butler;

·       Cllr Tony Costigan; and

·       Cllr Nick Drew

 

Please note that the Shareholders Sub-Committee may only comprise of members of the Cabinet and must include of the Leader and the Cabinet Member with portfolio responsibility for finance.
