Recommendation from the Overview & Scrutiny Committee - Consideration of Capital Funding: Horndean Community Association pdf icon PDF 139 KB

To consider the attached report and recommendation arising from the Overview & Scrutiny Committee held on 25 March 2021.

Minutes:

At the invitation of the Leader, Cllr Dolan, Chairman of the Overview & Scrutiny Committee and Cllr Hill, Chairman of the Task & Finish Group which undertook the review introduced the report and recommendation.

 

Cllr Butler spoke as the relevant Portfolio Holder.  She thanked the members of the Task & Finish group for their work and she supported the recommendations.  She did however believe that recommendations C and E could be strengthened and proposed the following additional wording (in italics):

 

c. Subject to a satisfactory Business Case being submitted by 1 May 2021, £45k be allocated for urgent repairs to Merchistoun Hall on condition that the work is completed by the end of December 2021.  No other projects will be considered, although they will still be eligible for S.106 agreement monies, the Supporting Communities Fund and the Councillor Community Grant Scheme;

 

Proposed by Cllr Butler, seconded by Cllr Thomas and following a vote, it was RESOLVED that the amended wording for recommendation C form the substantive motion.

e.  The remaining sum from the £97,000, estimated to be £46,400, be reserved for projects in the five Horndean Wards, with the exception of Land East of Horndean, due to the existing funding which has already been allocated to that.

Proposed by Cllr Butler, seconded by Cllr Moon and following a vote, it was RESOLVED that the amended wording for recommendation E form the substantive motion.

Cabinet debated the report, highlighting the history behind the item and the need for the Council to be consistent in its approach to requests for grant funding in order to protect taxpayers’ funds and return the most benefit to residents.

 

Proposed by Cllr Costigan, seconded by Cllr Butler and following a vote it was RESOLVED that:

 

a.          £5,600 be released for arboricultural work on the Merchistoun Hall site on condition that the work is completed by the end of June 2021;

b.          No money should be released to HCA for the renovation of Room 8;

c.          Subject to a satisfactory Business Case being submitted by 1 May 2021, £45k be allocated for urgent repairs to Merchistoun Hall on condition that the work is completed by the end of December 202.  No other projects will be considered, although they will still be eligible for S.106 agreement monies, the Supporting Communities Fund and the Councillor Community Grant Scheme;

d.          All works and expenditures are closely monitored by relevant EHDC Officers; and

e.          The remaining sum from the £97,000, estimated to be £46,400, be reserved for projects in the five Horndean Wards, with the exception of Land East of Horndean, due to the existing funding which has already been allocated to that.

Cllr Butler introduced the item as the relevant Portfolio Holder.

 

Cabinet commended the updated policy and the new Modern Slavery Statement.

 

Proposed by Cllr Butler and seconded by Cllr Glass it was RESOLVED that Cabinet adopt the revised Safeguarding Children and Vulnerable Adults Policy and new Modern Slavery Statement to ensure the council fulfils its statutory obligations under Section 11 of the Children Act 2004 and Section 54 of the Modern Slavery Act 2015.
