Apologies for Absence, Confirmation of Attendance and Declarations of Interest

To receive and record any apologies for absence.

Minutes:

Apologies for absence were received from Cllr Woodard.

 

There were no declarations of interest.

2.

Retiring Chairman's Announcements

To receive any reports the retiring Chairman wishes to make.

                                        

Minutes:

Cllr Budden took the opportunity to mention some of the highlights of his two years in office as Chairman of the Council.  He expressed his pride in all Councillors and officers for their efforts to date through the Covid-19 pandemic and he believed that East Hampshire District Council had been an exemplar in many areas.

 

He closed by thanking his daughter, who had acted as his consort, and all those who had supported him during his terms of office.

3.

Election of the Chairman of the Council for the Council Year 2021/22

In accordance with the Council’s Constitution, at its Annual Meeting, the Council elects a Chairman and Vice-Chairman for the forthcoming year.

 

Councillor Adam Carew has been nominated to the position of Chairman for 2021/22.

 

The retiring Chairman, Councillor Keith Budden, will preside for this item of business.

 

RECOMMENDED that Councillor Adam Carew be elected as Chairman of the Council for 2021/22.

Chairman's Announcements

Minutes:

The Chairman congratulated Cllr Budden for his Chairmanship of the Council during his term of office.  At the invitation of the Chairman, the Leaders of each political group addressed Council to provide some recollections of Cllr Budden’s term of office.

 

The Chairman outlined his charities for 2021/22 which were the Woolmer Forest Heritage Society and the Tree Council.  In respect of the latter, it had been confirmed that monies raised would be ring-fenced to plant community orchards across the District.

5.

Election of Vice Chairman of the Council for 2021/22

To elect a Vice-Chairman for 201/22.

Proposed by Cllr Millard and seconded by Cllr Butler, it was

 

RESOLVED that Cllr Sally Pond be appointed as Vice Chairman of the Council for 2021/22.

6.

Confirmation of Appointment of Leader

Minutes:

Proposed by Councillor Butler and seconded by Councillor Thomas, it was RESOLVED that Councillor Richard Millard be appointed as Leader of the Council.

 

Councillor Millard thanked Council for appointing him as Leader for the coming year.  He acknowledged the difficult times that the Council had been through and looked forward to the coming year with all parties working together to ensure that the Council continued to act as an exemplary authority.

7.

Confirmation of Previous Minutes

To confirm the minutes of the meeting of the Council held on 25 February 2021 (previously circulated).

RESOLVED that the minutes of the Council meeting held on 25 February 2021 be approved as a correct record.

To consider the following recommendation to Council:

 

(A)  PAY POLICY STATEMENT 2021

 

To consider the following recommendation arising from the meeting of Joint Human Resources Committee held on 23 March 2021.

 

RECOMMENDED to full Council that the Pay Policy Statement for 2021/22 for East Hampshire District Council be approved.

Pay Policy Statement 20/21

As Vice-Chairman of the Joint Human Resources Committee, Councillor Carter presented a recommendation to Council for approval of the 2020/21 Pay Policy Statement in compliance with the requirements of the Localism Act 2011.

Proposed by Cllr Carter and seconded by Cllr Budden, it was

RESOLVED that the 2020/21 Pay Policy Statement for East Hampshire District Council be approved.

9.

RESOLVED that

 

(1)           The political balance of the Council as set out in Appendix 1 to the report to Council be noted;

(2)           Notification from the Leader on the membership of the Cabinet and associated Portfolios for 2021/22 as set in Appendix 2 to the report to Council be received; and

(3)           The appointments to the committees, offices and outside bodies for the 2021/22 as set out in Appendix 3 to the report to Council be approved.
