Councillors were concerned that a Temporary Exemption Notice (TEN) could be confused with a Temporary Event Notice (TEN) in the Licensing regime and after consideration suggested that it should be amended to a Housing Temporary Exemption Notice (TEN).

 

In response to a question an Interim Management Order was explained. where the Council refused to grant a license and the Council then took over the management of accommodation, made it up to standard and collected the rent.

 

Councillors made the following amendments to the policy:

 

·                 Temporary Exemption Notice (TEN) be amended to Housing Temporary Exemption Notice (HTEN);

·                 Remove “and Democratic” from Paragraph 10 of the Policy; and

·                 Include an explanation of a “Interim Management Order”.

 

Following a discussion, it was RESOLVED that the Houses in Multiple Occupation (HMO) Policy and associated guidance on standards for HMOs be RECOMMENDED to Council for approval and adoption subject to the following three amendments:

 

·                 Temporary Exemption Notice (TEN) be amended to Housing Temporary Exemption Notice (HTEN);

·                 Remove “and Democratic” from Paragraph 10 of the Policy; and

·                 Include an explanation of a “Interim Management Order”.
