The Chairman invited the Senior Licensing Officer to introduce the report.

 

The Senior Licensing Officer introduced the report. The hearing related to an application for a premises licence made by Angeline Othen for The Paddocks, 187 Catherington Lane, Catherington, Hampshire PO8 0TB.

 

A copy of the application could be found at Appendix A of the agenda. The plan of the premises and location plan were shown in appendix B and C and could be shown on the screen if required.

 

The applicant had requested a premises licence for provision of films outdoors and the sale of alcohol on the premises.  The application asked the applicant to state how they will promote the licensing objectives, and this is shown in section 3.5 of your agenda.

 

This hearing was being called because representations had been received from interested persons shown in appendix D. Seventeen representations had been received in total with four representations being against the granting of the licence and thirteen being positive representations.

 

All responsible authorities had been consulted.

 

The Police had requested that conditions were added to the licence, if granted, and that they would have no objections provided they were added. The applicant had agreed to these conditions being added to the licence if granted. The conditions were shown in section 3.7 of your agenda.

 

Environmental Protection had no objections.

 

No further comments were received from the remaining responsible authorities.

 

The committee were advised that in determining this application

 

  • they may grant the application as asked
  • modify the conditions of the licence, ay altering, omitting or adding
  • refuse to specify a person as the premises supervisor
  • reject the whole or part of the application

 

She had received confirmation that attending today’s hearing was Angeline Othen the applicant and Paul and Anna Meacher who had made a representation.

 

There were no questions for the Senior Licensing Officer.

 

The Chairman invited Mrs Othen, the applicant to present her case.

 

Mrs Othen addressed the Committee. She had submitted the premises application predominately to enable her to run small ad hoc events. It had come about due to the Covid Pandemic, the horse box they had developed to hire out had not happened because of the pandemic and in addition the equestrian centre had to close during lockdown. She had then come up with the idea of putting the horse box in one of the paddocks to the south side of the house and they had run a couple of small evening events and this was how they intended to continue. They did not want to hold large events, they had children of their own and they also resided at the location and they therefore did not want anything to intrusive.

 

The application for the premises licence had purely come about so that they did not have to apply Temporary Event Notices (TENs) and rely on the British weather and apply for the TENs ten days in advance.
