Conversion of the Longbarn garage at Mallards Mere into an artist studio and home office.

 

                                       

Minutes:

Conversion of the Longbarn garage at Mallards Mere into an artist studio and home office and also Listed Building Consent sought.

 

The Senior Planning Officer introduced both applications SDNP/21/03209/HOUS and SDNP/21/03210/LIS together and provided a presentation, which included photographs of the site, along with site layout plans of the proposal. Maps indicated the location of the site, south-east of Russell Way outside of the Settlement Policy Boundary of Petersfield but within the Petersfield Neighbourhood Plan area. Plans showed an outbuilding, situated approximately 10 metres east of the host dwelling.

 

Descriptions were provided of the external works, which would create additional habitable floor space with the removal of two garage doors and replacement of a window and set of double doors. Internal works would create a bathroom and a kitchenette. The floor space would be used as an artist studio. 

 

The officer outlined the seven main planning issues considered in respect of the report and supplementary matters:

 

·       Principle of Development – The proposal would equate to an 13.62% increase in floorspace, in compliance with Policy SD31 of the SDNP Local Plan, although it would be necessary to impose a condition to ensure that the additional floorspace would be used in connection with the main dwelling, Mallards Mere.

 

·       Impact upon scale and character of dwelling and the local area – The proposed window and doors would be appropriately sized and materials would match those of the host building. The conversion and external alterations would not result in any negative impact upon the streetscene or the wider landscape.

 

·       Impact on the listed building – The Principal Conservation Officer had no objection to the proposal, providing the two conditions were imposed on the Listed Building Consent.

 

·       Impact on the amenity of neighbouring properties – There would be no adverse impact, as the building would be situated at least 40 metres away from the nearest neighbouring dwelling. 

 

·       Ecology and biodiversity – It would be necessary to impose a condition to ensure that the water butt and bird box should be installed and retained thereafter.

 

·       Impact on highways – Although there would be a loss of a garage, at least 3 parking spaces would remain on the site.

 

·       Impact on South Downs National Park – A condition would need to be imposed in respect of Policy SD8, to ensure the scheme would not result in a negative impact upon the SDNP Dark Sky Reserve.

 

The Senior Planning Officer recommended that both the household application and the listed building consent should be approved, subject to the conditions as set out in the report.

 

The Chairman invited the committee to ask questions of the officer and debate both the applications.

 

Clarification was sought as to whether the recommendation of the proposed condition, to ensure that the outbuilding would be used only in connection with the existing dwelling, would prevent the outbuilding from being rented out in any capacity. The committee voted on the officer’s recommendation for approval of application SDNP/21/03210/LIS, subject to the conditions listed on page 67 of the Agenda, as set out within the report.

 

Following the vote, the recommendation was declared CARRIED, 11 Councillors voting FOR approval, no Councillors voting AGAINST approval and no Councillor ABSTAINING from voting.
