Minutes of the Last Meeting

26.

Whitehill & Bordon Redevelopment

The Committee will receive a briefing from Cllr F Cowper, Whitehill & Bordon Portfolio Holder.

Minutes:

Councillor F Cowper, Whitehill Bordon Portfolio Holder briefed the Committee and answered questions on his Portfolio. The Director for Regeneration & Place and the Head of Regeneration North were also present. A number of slides were displayed showing various projects completed or under construction.

 

He thanked those members of the Committee who had been able to attend the tour of the town that morning. He believed the tour had been useful and believed that members had learnt a few new things about the development despite being spread over 250 hectares, it was very compact and accessible. This had been a lesson learnt from Poundbury. It meant that residents did not have to cover long distances to access services and facilities.

 

The Head of Regeneration North gave a presentation showing the various developments being undertaken and provided background into the ongoing development.

 

In response to a question on whether Oakmoor School could have a sixth form centre it was confirmed that currently the capacity for this was covered by Alton and Bohunt. However, the equations used in evaluating the capacity might change as more families moved into the area. Although Oakmoor was an academy and was not dependent on Hampshire County Council (HCC), HCC still retained a role. There were no current plans to build more primary schools. This could also change with an increase in the population and would be monitored.

 

It was confirmed that there was a police presence in the town, although there were no plans to open a police station. There was also a fire station in the town and ambulance services which, in the future, would be provided at the health hub.

 

The active role being undertaken by Whitehill Town Council was explained, The Town Council were an important part of the ongoing development and they were also a consultee in the planning process.

 

There was already a library in the town located at the Forest Shopping Centre and it was understood that Hampshire County Council had no plans relocate it. In response to a further question about the Forest Shopping Centre and Library it was explained that this was an item for the future and would involve talks with the owners.

 

It was explained that the building of the new Town Centre had been revisited following trends in shopping habits moving to on-line shopping in recent years. It was proposed to deliver the development in stages.

 

The financing of the projects was briefing explained. Funding for the various projects came from different sources including;

 

·       East Hampshire District Council,

·       Hampshire County Council;

·       Local Enterprise Partnership;

·       The developers;

·       Homes England;

·       S106; and

·       Developer Contributions.

 

In response to a question on ‘green travel’ and charging points it was confirmed that there was a green grid/green loop and that the Council continued to fund the town bus (formally known as the eco bus). In respect of public transport to the town, the Portfolio Assistant for Whitehill Bordon was currently in discussions with HCC about this.

Minutes:

The Committee considered the Forward Plan. The following subjects were considered for a future consideration by the Committee:

 

·       Empty Homes Strategy;

·       Corporate Strategy; and

·       Whitehill & Bordon Tech Forest Business Case.

 

In respect of the last item the Regeneration Manager informed the Committee that there was a great deal of work taking place on this subject and she would notify the Monitoring officer when it would be at the stage for the Committee to consider.

 

A delegated decision on an increase in street parking charges published that day was raised. The Chairman explained that the decision for it to be a delegated Portfolio Decision had been made at a Cabinet meeting in April and that the charges were imposed by Hampshire County Council.

 

Following a discussion, the Forward Plan was NOTED.

RECOMMENDED that the press and public be excluded for the meeting during the consideration of the following item as:

 

a)    It is likely, in view of the nature of the business to be transacted, or the nature of the proceedings, that if member of the public were present during the item there would be disclosure to them of exempt information as specified in Part 1 of Schedule 12A (as amended) to the Local Government Act 1972; and

b)     In all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
